Ten is standard in most venues, twelve at a squeeze. Under eight tends to feel sparse and makes conversation across the table awkward.
Do we still need a top table?
No. Plenty of couples now use a sweetheart table for two or sit with their friends. The traditional top table of eight is still the most common, but it is not expected.
